Democratically governed states need money to overcome challenges such as pandemics, decarbonization, digitalization and growing geopolitical uncertainty. However, raising funds, whether through taxes or debt, requires the trust of citizens and investors in the state's handling of money. The project team is researching from a historical, economic and legal perspective what good fiscal policy looks like for democracies in transition and what effect it has.
